Planned restructure of /dev-iq/our-process/ after Shane + Kelli meeting

What was done

Drafted two planning artifacts in .tmp/0008_26_05_15_our_process/:

• PLAN.md — proposed edits to src/pages/dev-iq/our-process.astro. The page goes from 9 phases to 10 by splitting current Phase 3 (“Entitlements”) into a feedback-only Phase 3 (concept + pre-app) and a new Phase 4 (“Preliminary Plat”) that owns the PZ + council decision arc. Current Phase 4 “Conceptual Design Services (CDS)” gets renamed to “Construction Drawings (CDs)” because the bullets describe engineering, not concept work. Bailey’s “engineer of record only” scope gets sharper framing on phases 2, 7, and 10 (Land Control / Construction / Vertical).
• FINDINGS.md — fact-check of Shane/Kelli’s notes against Johnson, Residential Land Development Practices (ASCE, 3rd ed., 2008). Verdict: their restructure is more aligned with the textbook than the current page is. Notable findings: the CDS/CDs collision is a real ambiguity; the textbook separates conceptual design (Ch. 8) from subdivision design (Ch. 9) from project approval strategy (Ch. 11), which mirrors Shane/Kelli’s proposed split; “housing product / product fit exhibit” is a first-class textbook deliverable currently missing from the page; the textbook timeline (18–30 months) is shorter than the page’s current P3Y claim.

Four open questions queued for Ryan, including who owns legal descriptions and easements (Shane/Kelli’s note is grammatically ambiguous) and whether totalTime should tighten from P3Y to P30M.

Why

Shane and Kelli flagged in their 2026-05-15 meeting that the current /dev-iq/our-process/ page conflates the entitlements feedback loop with the preliminary-plat hearing, and uses the abbreviation “CDS” for two different things on the same page. The fact-check was requested to confirm their restructure matches industry practice before any edits ship.
